Dersin İçeriği
The course covers the development of fiscal theory, theories of public expenditure and public revenue, the economic and social effects of taxation, budget policies, and public borrowing. It examines the use of fiscal policies in achieving macroeconomic objectives, their effects on economic stability and growth, their role in improving income distribution, and contemporary debates in fiscal policy. In addition, modern approaches such as functional finance, fiscal dominance, and the fiscal theory of the price level are evaluated.
Dersin Amacı
The objective of this course is to introduce the basic concepts and theoretical framework in the field of fiscal theory and policy. It analyzes the main elements of fiscal theory, such as public expenditures, public revenues, budget, borrowing, and taxation, as well as the effects of fiscal policies on stability, growth, and income distribution. The course aims to enable students to understand both the theoretical foundations of fiscal policies and their applications through examples from Turkey and the world.
